A permission set is a collection of settings and permissions that give users access to various tools and functions. Permission sets extend users’ functional access without changing their profiles. Salesforce is on the path to removing or reducing the need for Profiles. They are almost there ... Since 1999 the Profile has been the king when settings and permissions are needed. In 2011, the Permission Set was introduced with strong recommendations as a good practice and in the hope that it would help reduce the huge number of profiles per org.
